Historic Parkrose is proud to be the steward of Portland’s newest Tax Increment Finance (TIF) District: the Sumner‑Parkrose‑Argay‑Columbia Corridor (SPACC). This is not your typical redevelopment plan. It’s a community‑driven blueprint for inclusive growth—shaped by local voices, powered by equity, and designed to ensure everyone can thrive here, not just survive.

Co-Created, Not Top-Down
The Community Leadership Committee (CLC) is at the heart of this effort. This diverse group of local residents, business owners, and cultural leaders ensures that every decision is made with those most impacted at the table—not just in the room.
The CLC:
Develops 5-Year Action Plans with Prosper Portland & Portland Housing Bureau
Helps select development partners aligned with equity values
Tracks progress and transparency through public reporting
Why a TIF District?
Many of Parkrose’s buildings are aging, small businesses are at risk of displacement, and residents face barriers to safe streets, affordable housing, and economic opportunity. The TIF district allows a portion of existing local property taxes (NOT new taxes) to be set aside for investment into our neighborhoods for:
Affordable housing
Small business support
Street & sidewalk improvements
Cultural and community spaces
Green infrastructure and public art
This funding is guided by the community—not handed down from a corporate developer or distant agency.
How can you get involved?
Each CLC will have a CLC Liaison who will be tasked with speaking with community members and making sure those who live and work in the new TIF district know about the public meetings and understand how to stay involved and engaged.
